Before you can apply for the exam, you need to finish your State Board-approved program to become a cosmetologist, esthetician or manicurist.
Once you've finished your hours, you'll submit your license application through the Board's BreEZe online portal at breeze.ca.gov. This is where you pay the application fee and formally request approval to sit for the written exam.

After approval, the Board sends your eligibility confirmation to PSI, which triggers PSI to send you your Candidate Information Handbook with instructions for scheduling your exam via email.
Common delay: Incomplete applications are the most frequent cause of extended wait times. Double-check that every field is filled out correctly and every required document is attached before submitting. A missing field can add 2–4 weeks to your timeline.
Once PSI receives your eligibility from the Board and sends you your candidate handbook, you schedule your own exam date and location at psiexams.com. You choose the date, the time, and the testing center.
How quickly can you get an appointment? Availability varies by location and time of year, but most candidates in the Los Angeles area can get an appointment within 1–2 weeks of becoming eligible to schedule.

Not in the mail. Not a few weeks later. At the testing center, the day you pass.
PSI prints your photographic license at the testing location and hands it to you when your results are confirmed. You walk out of the building as a licensed California cosmetologist, esthetician, or manicurist.

Start your application the day you finish. Don't wait a week to feel settled before starting the paperwork. The Board's processing clock doesn't start until you submit, so every day you delay adds a day to your timeline.
Use BreEZe correctly the first time. The most common cause of extended Board processing is an incomplete or incorrect application. Read the instructions carefully, upload every required document, and confirm your name matches your photo ID exactly before submitting. A mismatch between your application name and your ID name will hold up your exam eligibility.
Schedule your exam the day you receive your PSI handbook. Don't wait to study first — schedule your date, then study toward it. Renewal: California beauty licenses renew every two years. You'll receive a renewal notice from the Board. Renewal requires payment of a renewal fee; continuing education requirements are separate and vary by license type — check the Board's current requirements at barbercosmo.ca.gov.
Keep your contact information current: The Board sends renewal notices and other important communications to the address and email on file. Update your contact information in BreEZe whenever it changes.
Your license number is public: California maintains a public database of licensed professionals at barbercosmo.ca.gov. Clients and employers can verify your license there. This is also how you verify that your own license was issued correctly after exam day.
Do I get my license the same day I pass the exam? Yes. PSI prints your license on-site at the testing center on the day you pass. You do not need to wait for anything to arrive in the mail.
Can I work in a salon before my license arrives? No. You need an active California license to perform services for compensation in a commercial setting. Working under a school's supervision during your training program is different — once you've graduated, you must be licensed before working professionally. Do not accept paid clients between graduation and your exam date.
What if I fail the exam? Your failure notice will show your score. You reapply through BreEZe and reschedule with PSI. There is a fee for each attempt. Most students who prepare thoroughly pass on their first attempt — the exam rewards genuine understanding of the material, not cramming.
