If you already know you want a career doing hair, you've probably hit this fork in the road: cosmetology license or barbering license? Both are issued by the California Board of Barbering and Cosmetology, both now require the same number of state-minimum training hours, and both can build a full-time career behind a chair. But they are different licenses with different legal scopes — and picking the wrong one can mean going back to school later for services you wish you'd been licensed for the first time.

The short answer
Choose cosmetology if you want the widest possible range of services: cutting, coloring, chemical services, skin care, makeup, and nails, for every kind of client. Choose barbering if your passion is men's grooming — fades, tapers, beard work, and especially straight-razor shaving, which is the one service a cosmetologist legally cannot offer in California.
What each license lets you do
Cosmetology license
The cosmetology license is the broadest beauty license California issues. With it you can legally perform:
- Haircutting and styling for all genders
- Hair coloring, bleaching, and chemical services like perms and relaxers
- Skin care services including facials and waxing
- Makeup application
- Manicures and pedicures

Barbering license
The barbering license centers on hair and facial hair:
- Haircutting and styling, including clipper work and fades
- Hair coloring and chemical services
- Beard and mustache trimming, shaping, and design
- Shaving with a straight razor — barbers only
What barbers give up is everything below the neck and beyond the hair: no nail services and no esthetics services like facials or body waxing. What cosmetologists give up is the razor shave — and in a market where hot-towel shaves command premium prices, that matters to some careers more than others.
Hours and cost: closer than you think
Since SB 803 took effect, California requires the same 1,000-hour state minimum for both cosmetology and barbering — the old gap between the two programs is gone. You don't have to choose forever: the crossover
Here's the part most people miss: California created shorter crossover courses that let a licensed cosmetologist add a barbering license later — without starting from zero, because your existing training counts toward the requirement. That's a strong argument for starting with cosmetology: you earn the broadest license first, build a clientele, and the door to barbering stays open at a fraction of the hours of a full program if your career pulls that way.
